Employer of Record (EOR)

Hire in Serbia without setting up a legal entity - we employ on your behalf.

What it is

Who this is for

Employer of Record lets a foreign company employ people in Serbia without first setting up a Serbian legal entity. Kadrona Plus becomes the legal employer of the staff you select; they work for you, on your projects, under your direction.

It is the fastest legitimate route into the Serbian market. Registering a subsidiary, opening bank accounts, appointing a director and building a local payroll function takes months. EOR removes all of that from the critical path.

It suits companies testing the Serbian market, hiring one or two specialists here, running a project with a defined end date, or moving faster than an entity set-up allows. If you are committing to a permanent operation of any size, at some point your own entity becomes the better answer - and we will tell you when we think you have reached that point.

How it works

The process, step by step

1

Scope

We confirm the roles, benefits and start dates, and set out the arrangement per employee in writing.

2

Contract

A service agreement between your company and Kadrona Plus, plus compliant Serbian employment contracts for the staff.

3

Onboarding

Registration, permits where needed, payroll set-up and equipment or access arranged with your team.

4

Ongoing

Monthly payroll, filings and HR administration. You manage the work; we carry the employment obligations.

Why Kadrona Plus

What you get that you would not elsewhere

Live in weeks, not months

No company registration, no bank account, no local director appointment before you can pay your first employee.

The compliance risk is ours

Employment law, contributions, filings and termination requirements sit with us as the legal employer. That is the point of the arrangement.

Foreign nationals included

Work permits and residence for non-Serbian staff are handled in the same engagement, not treated as a separate project.

Straight advice on the exit

EOR is not meant to be permanent for a large team. We tell you when setting up your own entity would serve you better, even though it ends the engagement.

Questions

Frequently asked

No - that is precisely the point. Your foreign entity contracts with Kadrona Plus, and we employ the staff in Serbia. No local registration is required on your side.

You do. Many clients bring us someone they have already found. If you also need help identifying candidates, our recruitment service handles that and the two combine naturally.

Serbian employment law governs it, including notice periods and any severance due. We manage the process and advise you on the legal position before you make a decision, so there are no surprises.

Yes, and it is a common and sensible progression. When you register a Serbian entity we transfer the employees across with their continuity of service preserved. The terms are agreed at the start of the engagement.

Legally the structure is similar - we are the employer in both. The difference is intent. Leasing is about flexible capacity, usually for operational roles, with workers we recruit. EOR is about market entry for staff you have chosen, typically permanent and often specialist.
